One of the most valuable tools of modern diplomacy is open source intelligence (OSINT – Open Source Intelligence: the discipline of gathering, verifying and interpreting information from publicly available, legally accessible sources—news, official statements, social media, satellite imagery, academic publications, commercial data). Unlike classified intelligence, OSINT relies on publicly accessible information; its value is in extracting a meaningful, validated picture from a sea of messy and noisy information. In this unit, you will learn how to synthesize open source information with artificial intelligence; but you will learn credibility judgment, verification, and how to maintain ethical boundaries.
The essence of OSINT is synthesis: a single report tells you little; But bringing together hundreds of sources and extracting patterns, contradictions, and timelines yields a powerful picture. This is where AI comes in — sorting through voluminous, messy, multi-source data and flagging patterns is where AI is at its strongest. But it is up to humans to decide which source is reliable, whether an information is truly verified or not, and where the ethical boundaries are.
Step by step: OSINT synthesis
1. Define the intelligence question. OSINT is not random information gathering; It begins with a clear question: "What do open sources have about military activity in this region?" or “Who is the real source of this statement?”
2. Collect and classify resources. Label sources by credibility and type: government/institutional, independent media, biased/state media, social media, commercial data. Each type has a separate reliability weight.
3. Edit with AI and extract patterns. Give the collected texts to the AI to create a timeline, actor-relationship map, recurring claims and contradictions. AI quickly flags common themes and inconsistencies across hundreds of sources.
4. Verify: cross source. The golden rule of OSINT: a claim is not considered "information" until it is confirmed by at least two independent, reliable sources. A single-source, especially one-sided, claim is marked as "unverified." AI can show which claims appear in how many sources; The judgment of confirmation is yours.
5. Rate reliability. Classic OSINT rates the reliability of the source and the accuracy of the information separately (e.g. “reliable source, unverified information”). This distinction is critical: even a reliable source can be wrong; A dubious source may say something true.
6. Synthesize and state uncertainty. The result is not the "absolute truth" but a picture expressed in terms of confidence level: what is confirmed, what is sole source, what is contradicted is clearly written.
Tip: To verify the authenticity of an image or video in OSINT, prove the “what, where, when” trio separately: is the object/event in the image really that, is the location correct (geographical indications, shadow direction, architecture), is the date correct (weather, events). AI marks clues; Confirm each with independent source.
Credibility and disinformation
OSINT's biggest threat is disinformation (intentionally spread false information). Open sources can be manipulated: fake accounts, coordinated campaigns, images taken out of context, fabricated “leaks.” AI can help detect disinformation (for example, by flagging patterns such as the same text appearing on many accounts at the same time), but the AI itself may also be trained on disinformation or present a false claim as “verified.” AI output is therefore treated with extra suspicion due to the risk of disinformation.
Additionally, provenance tracing (finding where an allegation first originated) is invaluable in OSINT. Most misinformation originates from a single dubious source and is copied to hundreds of places; Creates the illusion of "many resources". Just because a claim appears in 200 places does not make it true; They may all be fed from the same single source.
Caution: OSINT is done within legal and ethical limits. Unauthorized access to non-public information, tracking targeting people's private lives, and collecting information by deception are not OSINT and are outside the scope of this module. Use AI only to edit and verify public, legitimate sources. Collecting and processing personal data unnecessarily is a violation of privacy.
three mini cases
Case 1 — Synthesis showed the pattern. One table collected 180 open sources in 6 languages about developments in a region. From these the AI derived a timeline and 5 recurring claims. The expert determined that only 3 of these 5 claims were confirmed by two independent reliable sources, and 2 of them were one-sided, and showed this separately in the report.
Case 2 — Origin tracing solved the illusion. A "leak document" was circulating on dozens of accounts and appeared to be real. Origin tracing showed that all the posts originated from a single anonymous account 6 hours ago. The document could not be verified; The "multiple sources" illusion was a disinformation operation and was listed as "unverified" in the report.
Case 3 — Visual verification fixed. The AI acknowledged the incident as real while recapping a viral “current conflict” video. Location and date verification by the expert showed that the video was shot in another country three years ago. The image taken out of context would lead to a wrong conclusion.

Common mistakes
- Considering the only source as "information". Without two independent reliable confirmations, the claim is not verified.
- Falling into the illusion of "many resources". Hundreds of copies may have originated from a single dubious source.
- Accepting the image by taking it out of context. What/where/when must be verified separately.
- Thinking that AI is immune to disinformation. AI can also present “verified” fake information.

In summary
In OSINT synthesis, AI is a powerful assistant that organizes dispersed and multi-source open information, extracts timelines and patterns, and flags contradictions. But trustworthiness rating, cross-verification, provenance tracing, disinformation countermeasures, and legal/ethical boundaries are human. Carry the two independent source rules, the source-information credibility distinction, and the "public and legal" boundary as the backbone of OSINT.
