AI can be an accelerator at each of these steps, but it can't have the final say on any of them. For example, the elimination decision (is the project subject to EIA) depends entirely on legislation; AI saying "not subject to" is not binding.

This matrix is a practical tool but a dangerous one: marking an impact as “negligible” is a judgment with significant consequences. AI can quickly put an impact in the “negligible” box — a conclusion that can only be supported by actual field data (fauna/flora inventory, noise measurement, hydrogeological survey).

Attention: Judgments such as "negligible impact" or "no significant adverse impact" are the most critical sentences of the EIA report and directly affect the approval of the project. Don't let AI produce such a judgment without field data; Every assessment should be supported by measurement, inventory and expert opinion.

Report section structure

An EIA report typically consists of these main sections:

In a draft EIA, the text from AI includes the sentence "the project's impact on groundwater is negligible" and a reference to a legislative provision. The consultant takes this directly into the report. Common mistakes
